FAQ on applying for Health Declaration Certification (HDC) code

As the pandemic is still severe, we do not encourage non-essential and non-urgent cross-border travel. Upon resuming direct flight from Istanbul to Guangzhou on May 18, the frequent asked questions on getting Health Declaration Certification (HDC) code before boarding are as follows:

I.I am residing in Turkey, and want go to China via direct flight, what documents are required when applying for HDC code?

1. Both nucleic acid and anti body (including IgM and IgG) test reports issued by the qualified institutions listed by the Consulate General of the P.R.C in Istanbul ( attachment 1).

2. Air tickets and complete itinerary.

3. Turkish residence permit or long-term visa. 

II. I am temporarily visiting Turkey from China, and want to go back to China via direct flight. What documents are required when applying for HDC code?

1. Both nucleic acid and anti body (including IgM and IgG) test reports issued by the qualified institutions listed by the Consulate General of the P.R.C in Istanbul (attachment 1).

2. Air tickets and complete itinerary.

3. Chinese Exit stamp and Turkish Entry stamp on passport.

III. Is it possible for me to get HDC code if I am going to China via connecting flight from Turkey?

Unfortunately the Consulate General of the P.R.C in Istanbul will not accept the HDC code application for connecting flights departure from Turkey to China unless all the direct flights are suspended.

IV. Is it possible for me to get HDC code if I am going to China via connecting flight from another country/region to transferring from Turkey, and what documents are required?

The HDC code application is acceptable if there is no direct flight from the origin country to China or there is a direct flight but temporarily suspended(transfer once only in the whole journey)

Required documents:

1. Both nucleic acid and anti body (including IgM and IgG) test reports issued by the qualified institutions listed by the Consulate General of the P.R.C in Istanbul (attachment 1).

2. Air tickets and complete itinerary for the whole trip

3. Certificate or residence permit of the origin country ( e.g. local ID card or valid visa, etc.)

4. Screenshot of the HDC code issued by the Embassy or Consulate in the departure country.

5. Turkish Entry stamp on passport.

V. How long will it take for getting the HDC code?

Normally the HDC code will be issued within 12 hours as long as all the requirements are met. Please contact our emergency phone number only when necessary and please note that repeated phone call inquiries may lead to the low efficiency of issuance.

VI. How can I apply for HDC code application if my nucleic acid test report is positive?

The applicant should provide lung CT or X-ray examination report issued by local hospital, as well as two PCR negative test certificates (with at least 24 hours interval) after recovery. If these documents are accepted, applicant should take 14 days quarantine and health condition supervision before travel. The Consulate General of the P.R.C in Istanbul will issue the HDC code accordingly if the applicant succeeds in providing negative PCR and IgM certificates within 48 hours before boarding. 

VII. How to prove that I have completed vaccination in Turkey when apply for HDC code application?

1. Presenting the vaccination card issued by the hospital, or

2. Presenting the vaccination record of the Turkish medical system, or

3. Presenting the SMS notice by Turkish medical system and signing the "Letter of Commitment on COVID-19 Vaccination" (attachment 2).

VIII. Are minor passengers required taking nucleic acid and anti body tests and applying for HDC code before travelling to China?

Turkish institutions are able to conduct nucleic acid and anti body tests for applicants of all ages. Therefore, all passengers are required completing both nucleic acid and anti body tests and applying for HDC codes before travelling to China.
